US Colleges Struggle as Visa Policies Cut International Student Enrolment

Universities across the United States are grappling with financial challenges as tighter visa rules under the Trump administration have led to a sharp decline in international student enrolment. The impact is being felt most acutely by smaller institutions with limited endowments that rely heavily on tuition revenue from foreign students.


At the University of Central Missouri, international students typically contribute nearly a quarter of tuition revenue. However, this fall, the institution welcomed only half as many new international graduate students compared to the previous year. Despite strong demand, many students reported difficulties in securing visas, with some unable to even secure interview appointments.


The decline poses serious risks for Central Missouri, which operates on narrow margins with an endowment of just USD 65 million. “We aren’t able to subsidise domestic students as much when we have fewer international students who are bringing revenue to us,” said Roger Best, the university’s president.


The financial strain is not limited to Central Missouri. Across the country, colleges that depend on international tuition to balance their budgets are feeling the effects. Institutions with large international student populations but relatively small endowments are particularly vulnerable, with little financial cushion to absorb steep revenue losses.


The latest developments highlight how visa restrictions and immigration policies directly affect higher education institutions. For many universities, international students not only contribute significantly to tuition revenue but also bring diversity and global perspectives that enrich campus life.


As the decline continues, education experts warn that US colleges may face long-term challenges in attracting and retaining global talent, while also struggling to support domestic students through cross-subsidisation.
